So in the early 20th Century in the Soviet Union the Bolsheviks had risen to power and in a spectacular piece of counter-intelligence they created an entire organisation to publicly and actively oppose them – they called it the Monarchist Union of Central Russia (casually and ironically known as ‘The Trust’) and they installed their own people in it as double agents then quietly leaked word of its existence out into the Russian (and international) community.
They ran this for five years and gave them the occasional token win amongst their losses but basically the presence of their carefully controlled counter-organisation prevented others from forming and lured out anyone who was pro Monarchy or anti-Bolshevik.
